I will deal further with the com- -plaints that have been made against the Observatory Authorities in a separate Despatch forwarding the report of the Committee appointed to enquire into them which I understand will very shortly be placed in my hands.

Insufficiency of Typhoon Shelter for Junks.

Paragraph 42.

(H.M.'s Navy)

I have ascertained that the party from His Majesty's Ship "Flora" which in co-operation with a detachment of the Royal Garrison Artillery rescued over 100 Chinese from the German S. S. "Apenrade" wrecked off Stonecutters' Island was a range party under Lieutenant Humphrey R. U. Cottrell-Dormer and that Stoker William H. Oliver and Petty Officer Frederick L. Maunder, in the order named were the first to swim off to the wrecked vessel. The Commodore informs me that the services of these two men will be brought before the Royal Humane Society.

(Harbour Department.)

Paragraph 46.

A gallant rescue of a Macao fisherman was effected at Waglan on the afternoon of the 19th.
